- Combine Dry Ingredients: In a separate bowl, whisk together the all-purpose flour, rolled oats, baking soda, baking powder, and salt. Gradually mix these dry ingredients into the wet mixture until a sticky dough forms.
- Mix in Add-ins: Fold in the semi-sweet chocolate chips and m&m’s gently but thoroughly to evenly distribute throughout the dough.
- Transfer and Shape Dough: Pour the dough into the prepared pan. Using your hands or a spatula, loosely press and pack the dough evenly into the pan to ensure it bakes uniformly.
- Bake: Place the pan in the preheated oven and bake for 25-30 minutes or until the bars are golden brown on top and a toothpick inserted in the center comes out with a few moist crumbs.
